A Master Plan

The sentiment in knowing that no
one can fully understand another person’s hardship or suffering unless placed in a
similar situation allowing the emotional experience to reign in and create understanding.
Labor trafficking has become so ubiquitous.
 Society.
 Its nature may be unrecognizable. 
Education level. Status of citizenship.
 Cultural viewpoints. Cronyism.

In February of 1971, Governor Jimmy Carter supported a committee that developed a “Master Plan for Criminal Justice Information System” in Georgia. He and his supporters realized that to combat crime in real-time, there needed to exist a central agency and a statewide computerized criminal justice system. Under Governor Carter’s Executive Reorganization Act, they established the Georgia Crime Information Center.

Introduced as a centralized approach to gathering and storing information, live. This included real-time tracking. Data on fingerprinting identification (combining work history and criminal records) Data on wanted and missing persons. This computerized system, was the first of its kind to combine and include all this information for residents. And it was Live. Constantly updated.

At the time, it was an extremely novel approach to data collection. It transformed the manner of securing communities. It provided an ease of handling individual identifier information and kept law enforcement at the state and federal level connected with information in real time.

This occurred in 1971. That isn't too long ago.
